I find netcup good for entry and budget setups.
I find personally highend is better with hetzner. But thats my personal opinion.

Netcup are painful to deal with, they block access to some newsgroup providers and when they refused to honour the commitment to cancel without charge within the trial period, I opened a case via PayPal and won. Now Netcup are trying to insigate collections activity against me. I’ve given up dealing with them and said i’ll see them in court. Strangely enough i’m not a fan.

Eweka works fine with them, newsgroup direct is a non starter. Despite notification of cancellation within the satisfaction period and getting the runaround, resorting to PayPal dispute, them ignoring the PayPal dispute (they specifically stated they wouldn't participate?) and PayPal stepping in and refunding me in full, Netcup refuse to acknowledge my request to cancel and are still trying to bill be on an ongoing basis/initiate recovery via a 3rd party. On paper they look great, but a quick google suggests i'm really not the only one to experience issues.

Its always personal preferences. Ive had massive trouble with online.net and trust me i've send 1000+ each month their way and they could not even give propper support.

I agree with you, the cancelation terms are s*hit. A prorata would be awesome

When online.net works, it's not bad value, the issue is when something goes wrong, you'll genuinely wish you'd never bothered. I've had identical servers in the same DC/corridor with massive performance differences, spent days diagnosing the issue, sent proof of the issue and the steps to reproduce it, yet according to online.net it's 'normal'. When I said they better fix the working server then because it clearly had something wrong with it if the other was 'normal' I stopped getting replies. Online.net/oneprovider aren't somewhere i'd recommend in the EU.

I'm starting to look into VPS as well. My needs:
  • 1-3 streams at a time, all in Canada
  • My home internet speeds are up to 1 Gbps down and I have unlimited bandwidth
  • Most shows are a couple of GB in size.
  • Movies range from 4-10GB.
  • I have a separate 4K movie folder with file size ranging from 40-70 GB.
  • all media files are stored in GSuite
I'm currently using GCE free credits for everything but Plex which I run locally on my Mac which has Google Drive File System to point to my media files. I get some buffering with this setup, especially on larger files. Most of my watching is on an iPad, Pixel 2XL phone, chromebook, or streaming to my tv via a chromecast.

Looks like the majority of suggestions are pointed at Hetzner Cloud. Would that recommendation hold true for my needs and location? Any other suggestions?

You could do a directly play Jellyfin setup with STRM files. Someone in the fourum wrote about this already I think.

This would work for the 4-10gb files, and you can get a cheapo VPS anywhere (5-10 bucks a month max).

Looking into this now... I'm new to Jellyfin. How do I go about generating the STRM files?
