I was thinking about moving to Oneprovide to Hetzner EX42 so I could benefit from their dedicated 1gbps and use hardware transcoding. But considering the speeds it gives to USA maybe I should stick with Oneprovider...

Why would you need higher speeds if you are transcoding? I would think direcplay would be the issue with slower speeds.

I'm going to use the service listed: https://endoffice.com/minicolo.html which should come to $39 per month for 1Gbps unlimited, (I may try the 100Mbs for $24/month first, but I have enough users I may really need 1Gbps!)

System itself around $750, service fees $39/month with 1gbit port, 20TB (though I was told up to 60TB is allowable without incident.) If I prepay for a full year of service they give me a /29 block of IP address for free. They also give a credit of $24 to essentially reimburse for shipping costs. So, without further ado, I present my results.
